There is no "perfect" age, the KC/BVA scheme will only accept dogs from 12 months of age.

FWIW my GSD was hip and elbow scored at 17 months.

All vets can score hips and elbows but you will find that those who regularly submit dogs for scoring use specific providers who see hundreds/thousands of dogs per year.

This link will demonstrate the BVA costs for the actual scoring however individual practices will charge their own prices for GA/sedation, x rays, etc etc.

Many of us use a specific radiologist near Southampton as we prefer to put our dogs under sedation rather than GA.

I think that hips cost around £32 and combined hips and elbows £61.

If you want your dogs eye screened then there is a specific list of those vets who are qualified to do so, it is often cheaper at group clinics.  Most eye tests need to be done yearly.

Haemophilia testing is done by IDEXX laboratories, they send you a kit, the vet takes the blood and the lab does the analysis and sends you the result.

The KC are advised of all hip/elbow scores and eye tests.  The GSD Breed council is advised of blood results for the purposes of breed surveys etc.
