Technically yes (in a public place), but many people don't bother. There are exceptions (hunting hounds, dogs working sheep etc) but just taking your dog for a walk isn't one of them.
Bet they regret it when their dog goes missing though.

thought it was, luckily my lot came back with the other dog or he would have been gone! and yes i dont mind taking in strays that have been lost as i know id be devastated if i lost mine but find it hard to listen to an excuse why they havnt got a tag and collar on ok take it off in the home if thats what you want but it doesnt take 2 mins to slip one on if your out off lead walking.
I met a lady in a shop with a staffy afew years ago and she was hunting for a tag to go on the staffys harness as she didnt want a collar on her she found one but wouldnt let her off lead until she had one

It is illegal here..
Some people dont bother though theres a woman round here with a Vizla nice dog bit bouncy and no recall at all.
Couple of nights ago after 11pm I was walking my 3 when I saw a group of dog people on the corner near the road.
As I got close I saw they were trying to catch this dog bit it kept slipping away, anyway none of them knew where it lived so I told them and one went off to get her (the dog was bouncing around, thought it was a game).
Next morning I saw her in the park dog off lead no collar. So I said oh you got him back then?
She just smiled and said yeah he slipped past us at the door. So I said 'we couldnt get hold of him, it would have been a lot easier if he had had a collar'
well she said she doesnt like collars 'cos theres a chance he could get caught up and strangle himself'
I told her 'if he keeps escaping like that theres a damn sight more chance hes going to end up under a car'
Stupid woman!

You're by law supposed to have the info.

Though have to say when Misha used to walk on harness and do some off lead time, she didnt have her tag on a harness....as i didnt even think about it!!

Now she goes off lead with her collar and we save the harness and flexi for longer non off lead walks, though she gets overkill and has her collar on too!!!!

I take her collar off in between with her coat....which also worries me in case she escapes from the house as my friends dog did!!!

Might ear ring her ears with tags then wouldnt have to worry!!
